Gulf is a Decepticon drone variant who has the same form as Seacons Skalor and Coelagon.

Gulf drones appear as part of the Decepticon forces in Transformers: Super-God Masterforce, where they and other drone forces can unite with leader Turtler to form the giant King Poseidon.
