Javier Ruiz Blay is a Spanish criminal lawyer, legaltech entrepreneur and legal author, known for his work in criminal defence, European and international criminal law, and legal commentary.[1][2][3] He is the founder and principal attorney of Blay JD, a law firm specializing in criminal defence and fundamental rights representation operating in Spain.[4] Ruiz Blay also contributes legal analysis to media and professional publications.[5][6][7][8][9][10]

Education

Javier Ruiz Blay obtained a Licenciado en Derecho (Licentiate in Law) from the Universidad Complutense de Madrid, where he finished his law studies in February 2015.

He completed his academic training with an internship within the programme of the Ministry of Foreign Affairs, European Union and Cooperation. He was assigned to the Political Section of the Embassy of the Kingdom of Spain in Sarajevo (Bosnia and Herzegovina).

He also completed an International Legal English Certificate at the Centro de Estudios Garrigues between November 2013 and June 2014. The program focused on legal advisory services and preparation for the Cambridge Certificate in Legal English, and he achieved a C1 proficiency level.

He also actively participates in various courses, both as a student and as a speaker, related to European and international criminal law, covering topics such as US law, the work of the CJEU and the ECHR on criminal law, and the defence of lawyers in the European Union.

Legal career

Ruiz Blay began his legal career practising in Spain, focusing on criminal defence and complex legal matters. He has served in various roles within legal practice, including as a founding partner of Justicia & Equidad Legal SL providing legal advice to the ASAES healthcare union and as a founding partner and criminal defence attorney with Matilla & Blay Asociados. His practice has covered a broad range of criminal matters, including economic crimes, compliance issues and cases involving international dimensions.[11][12][13]

He later established Blay JD, a law firm with a focus on criminal defence, fundamental rights litigation, and transnational criminal cases.[14][15] The firm handles matters relating to drug trafficking, white collar crimes and international criminal proceedings, and provides legal services in Spanish, German and English through cooperation with international legal partners.[16][17][18][19]

Ruiz Blay is registered with the Madrid Bar Association and is also a former member of the Rechtsanwaltskammer Berlin as an Abogado.[20][21] He is affiliated with several professional organisations, including the European Criminal Bar Association (ECBA), Member of the Legal Experts Advisory Panel (LEAP) for Spain and the Asociación Hispano-Alemana de Juristas (Deutsch-Spanische Juristenvereinigung e.V.).[22][23][24][25]

Writings and commentary

Alongside his practice, Ruiz Blay has authored and contributed to legal articles and opinion pieces in outlets covering legal and criminal law topics.[26] His writing has examined cross-border criminal issues, penal risks in financial activities, and developments in European penal policy.[27][28][29]
